Casey remembered Friar saying that when his men entered DeFlorio's room, DeFlorio "went to" the TV set and "turned down the volume," yet there was a TV remote inches away from him on the nightstand near the bed.
The fact that DeFlorio didn't use the remote, a habit most people have gotten into these days, told Casey it didn't work-- and it didn't work because he had placed the missing microchip in it, temporarily disabling it.
DeFlorio had put the microchip inside the TV remote as a temporary hiding place until he was to leave the motel the next day.
